Like most of the posts in here, I think Narcissa was a morally bad person in that she was elitist, snobby, and quite unpleasant to be around.
However, when it came to mothering, though she may not teach her son in a morally correct fashion, she'll certainly do anything to make sure Draco stays safe. That alone makes her an excellent mother.
