At first glance, one may think of him as someone proud and haughty, owing to the assumption that he seems somewhat intimidating because of his being serious all the time. But when he breaks into a smile and one actually approaches him, one will find that he was a very approachable person all along, a man with a charming personality and gentlemanly manners.

He is a serious man, not always wearing a smile, but he knows how to have a good laugh. He likes people's attention (for he expects it) and can be a little vain but not really proud. He was known in the schools he attended and the workplaces he worked at as someone who has the rather elusive ability to closely follow the rules. He dislikes breaking a rule but if a particular situation entails the breaking of a rule, then he must break a rule for a very good reason, not just for the sake of it. A man with a good-natured, honest heart, you sure are in good company with him.

Born to parents who are both renowned Magical University professors, Declan has been living up to his parents and relatives’ high expectations. As soon as he was able to do magic, he was home-schooled by a few competent tutors in preparation for his magical schooling in Durmstrang. And there, at Durmstrang, he was even more expected to perform excellently, his professors never ceasing on comparing him with his parents or with his sister, who at that time was a year higher than him. Although he didn't quite like being compared to his parents or to anyone, he'd grown used to it and later, he’d found himself taking all the pressure in stride. His parents, though rather strict, are both caring and loving. It is from them that he learned life's value, and they really did help him develop good virtues.

At 18, he attended the Wizarding University in Edinburgh, Scotland to further his study in magical education, which his parents very much approved of. Upon graduating from said university, where he studied Diplomacy and Wizarding Relations, he still wasn't certain what he wanted to do with his life, much to his family’s disappointment. And being undecided as he was, he tried a few different jobs for 2 years. He worked as an assistant potioneer for some months, for his sister who is a celebrated potioneer, before he went on to work for some wizarding publications as a junior writer, most notably the Ireland Times and the Irish Inquirer.

It wasn’t until he turned 24 that he decided to pursue a career that is more stable, for a writing career is too sporadic and he for one needed a steady paycheck as his parents had both retired from teaching. In addition to that, he needed work that would open up more opportunities for him and so, he applied to the Ministry of Ireland and was immediately accepted as a Junior Obliviator for the Magical Accidents and Catastrophes Department. A year after his employment, being his hardworking, highly intelligent self, Declan’s bosses considerably took notice of him and promoted him to head of Obliviator Headquarters and the Accidental Magic Reversal Squad, posts he held for 5 years and 3 years, respectively. Very recently, he resigned, which was for three different reasons: first, like many others, he felt he was like on a dead-end street, not growing with the Ministry and lacking sense of fulfillment; second, he wanted to do something different, something that has to do with wizarding relations for it not only was what he studied at the Wizarding University of Scotland, but also, it was the kind of work he’d most enjoy; last, maybe in England, he’d find the right woman to settle with, mainly because his parents were deliberately growing impatient to have a grandchild... what about his sister, Margaret? Well, the talented woman had devoted herself to Potions, to the detriment of anything else. Therefore, Declan moved to England, with his application for the Ministry of Magic there already submitted beforehand, and soon after, he got his placement, which immensely satisfied him.
